URSO actively cooperates with European Union bodies, international organisations and partner regulatory authorities.

Pursuant to Regulation (EU) 2019/942 of 5 June 2019 establishing a European Union Agency for the Cooperation of Energy Regulators (ACER), URSO, through its representative, actively participates in the meetings of the Board of Regulators which oversees some of ACER's tasks. The Board of Regulators and the expert working groups act as a platform for the regulators and ACER to work together on European energy markets integration and harmonisation of regulatory frameworks in the context of EU energy policy objectives.

URSO also participates in meetings of the Council of European Energy Regulators (CEER), which is an independent and voluntary association of energy regulators from EU Member States and other European countries. CEER achieves its objectives at the level of expert working groups and serves as a platform for the exchange of regulatory knowledge and experience. It seeks to contribute to the creation of a single, competitive, efficient and sustainable internal market for electricity and gas in Europe.

Since 2001, the Office has been a member of the Energy Regulators Regional Association (ERRA), which brings together regulators from Europe, as well as Asia, Africa, the Middle East, North and South America. ERRA's activities are aimed at forming stable cooperation between regulators, sharing information and regulatory experience, increasing access to regulatory knowledge through workshops, trainings and conferences.

URSO also coordinates its actions at international level through regional cooperation and bilateral relations between partner regulatory authorities.
