• NOTICE:
Quality Standards Assessment and Summary of Compensation Payments Paid for 2020 must be submitted by February 28, 2021 by completing and authorizing the online forms for all commodities.
If the regulated entity did not supply electricity and/or gas to electricity and/or gas end-consumers in the calendar year 2020, or only purchased electricity and gas for the purpose of resale, or did not carry out any regulated activity for which it has a license or a confirmation of compliance with the notification obligation, this must be notified to the Office by the end of February 2021.

Quality standard assessments for 2020 shall be submitted to the Office for the Regulation of Network Industries by the end of February 2021 at the latest, in accordance with the new or amended Decrees:
 
  • Electricity

    The evaluation of quality standards shall be carried out according to URSO Decree No 236/2016 Coll. establishing quality standards for electricity transmission, distribution and supply in the scope of Annexes 1-10 and the summary of the amounts of compensation payments in the scope of Annex 11 summarised for the year t-1 must be submitted to the Office by the end of February of the year t.
 
  • Gas

    The evaluation of the quality standards shall be carried out in accordance with URSO Decree No 278/2012 Coll. as amended by Decree No 233/2016 Coll., in the scope of Annex 1-8 and the summary of the compensation payments paid in the scope of Annex 9 summarised for year t-1 must be submitted to the Office by the end of February of year t.
 
  • District Heating

    The evaluation of the quality standards shall be carried out in accordance with URSO Decree No. 277/2012 Coll. as amended by Decree No. 234/2016 Coll. in the scope of Annex No. 1 and a summary of the amount of compensation payments in the scope of Annex No. 3 in total for the year t-1 must be submitted to the Office by the end of February of the year t. If the data necessary for the calculation of the compensation payment are not ascertained by the end of February of the year t, the summary of the amounts of compensation payments shall be submitted to the Office immediately after their ascertainment.
 
  • Water

    The evaluation of the quality standards shall be carried out in accordance with URSO Decree No 276/2012 Coll. as amended by Decree No 235/2016 Coll. in the scope of Annexes 1 and 2 and the summary of compensation payments in the scope of Annex 3 summarised for the year t-1 must be submitted to the Office by the end of February of the year t.
     
 
Regulated entities shall submit to the Office a summary evaluation of the quality standards and a summary of the compensation payments paid for the calendar year t-1 by the end of February of year t.

After completing and submitting the form to the Quality Standards Supervision System (Dohľad ŠK), the regulated entity receives the "Transaction Number" and shall send it by post to: Úrad pre reguláciu sieťových odvetví, Odbor regulačnej politiky, ul. Pavla Mudroňa 45, 036 01 Martin, or electronically to the following e-mail address: kvalita_elektrina@urso.gov.sk . The Office will accept written or electronically delivered transaction numbers confirming the electronic submission of the form to the Dohľad ŠK Supervision System or evaluations of quality standards received by post.

If the regulated entity did not supply electricity to end consumers or did not carry out electricity distribution activities in calendar year t-1, this must be notified by the end of February of year t to one of the above addresses (the tables don't have to be completed or submitted to the Office).

  • Gas

    The evaluation of quality standards shall be carried out in accordance with Decree No. 278/2012 Coll. as amended by Decree No. 233/2016 Coll. in the scope of Annexes 1 - 8. Pursuant to Section 13(9) of Decree No 278/2012., the evaluation of quality standards must be submitted summarised for year t-1 in the scope of Annexes 1 to 8 and a summary of the compensation payments paid in the scope of Annex 9 by the end of February of year t in writing or electronically.

    Regulated entities shall submit to the Office a summary evaluation of the quality standards and a summary of the compensation payments made:
  • in writing in tables specified in Annexes 1 - 9 of Decree 278/2012 to the following address:

The Office will accept only written authorised evaluations of quality standards.

If the regulated entity did not supply gas to end consumers or did not carry out regulated activities for which it has a license in calendar year t-1, this must be notified by the end of February of year t to the above address (the online forms are not to be completed or submitted to the Office).

  • Explanatory notes:

    The number of pending events and the number of events from the previous year are for information purposes only.

    Total number of events = Number of events in limit + Number of events out of limit. This principle does not apply to the line in Section 2(e) in storage, Section 3(i) in transmission, and Section 4(l) SAIDI and SAIFI in distribution. Here, the number of in-limit events is a fixed value and if the actual value is less than or equal to the fixed value then the principle of sum of number of in-limit events + number of out-of-limit events does not apply.

    Entities shall report '0' in the number of out-of-limit events if the actual value of the number of in-limit events is less than or equal to the fixed value and report the difference between the actual value and the fixed value if it is greater than the fixed value.

    In the total number of events, the entity shall report the actual value if it is less than or equal to the fixed value and if the actual value is greater than the fixed value in the total number of events, the entity shall report in Total number of events, the sum of the number of events in limit + number of events out of limit.
  • District Heating

    The evaluation of quality standards shall be carried out in accordance with Decree No. 277/2012 Coll. as amended by Decree No. 234/2016 Coll. in the scope of Annex 1 to Decree No. 277/2012 Coll. Pursuant to Section 8(6) of Decree No. 277/2012, the evaluation of quality standards shall be submitted summarised for year t-1 in the scope of Annex 1 and a summary of the compensation payments in the scope of Annex 3 by the end of February of the year t. If the data necessary for the calculation of the compensation payment are not ascertained by the end of February of year t, a summary of the amount of the compensation payment shall be submitted to the Office immediately after their ascertainment.

    Regulated entities shall submit to the Office a summary evaluation of the quality standards and a summary of the amounts of compensation payments:

  • Water

    The evaluation of quality standards shall be carried out by the regulated entities according to Decree No. 276/2012 Coll. establishing quality standards for drinking water supply by public water supply system and wastewater collection by public sewerage.

    Regulated entities shall submit to the Office a summary evaluation of the quality standards and a summary of the compensation payments made by the end of February of year t:
